Article 1: Registration

Vashon Youth Baseball and Softball (VYBS) shall register its teams in any leagues or organizations by a vote of the Board of Directors.

Article 2: Purposes

The purposes of the VYBS are as follows:

A. To allow all youth, regardless of ability, to fully participate in baseball and softball leagues;

B: To emphasize fun, teamwork, good sportsmanship and effort in all leagues; and

C: To teach fundamental baseball and softball skills to all players for their enjoyment.

Article 3: Leagues

The Board of Directors shall determine, by Febuary, the various leagues for the upcoming season.

All arrangements for off-island play must be approved by the League President (of the league that the team plays in) and the Board of Directors of VYBS.

Article 4: Officer and Resposibilities

The officers and their areas of responsibility shall be as follows:

A. President

The President shall have the authority enumerated elsewhere in these articles and have responsibility for all areas not given to the other officers.

B. First Vice President

The First Vice President shall be the player representative and as such responsable for sign-ups of players and shall guarantee that all players are placed on teams and givin an opportunity to fully participate in games. He/She shall assume the duties of President when the President is not available.

C. Second Vice President

The Second Vice President shall be responsible for equiptment and uniforms for all leagues.

D. Secretary

The Secretary shall schedule all meetings of VYBS, keep minutes of those meetings, and send minutes of the previous meeting to Board Members.

E. Treasurer

The Treasurer shall prepare a proposed budget for VYBS by the first Board Meeting in Febuary for approval by the Board of Directors. He/She shall also be responsible for obtaining sponsors for all VYBS teams, collection of funds and payment of bills.

All of the areas of responsability set forth above may be delegated by the officer to other persons subject to the review and approval of that officer.

Article 5: Membership

All parents of players who participate in VYBS, determined by their child's play in the previous year or in anticipation of the coming year; or, any person serving as a Board of Director.

Article 6: Board of Directors

VYBS shall be operated by a ten person Board of Directors, which shall include the five officers described herein.

The composition of the Board of Directors should roughly represent the various leagues of play.

Any vacancies can be filled by the President upon approval of the Board of Directors.

Removal of a Board of Director must be voted upon by the Board of Directors.

The presence of five Board of Directors shall constitute a quorum.

Article 7: Election of Board of Directors and Officers

The Board of Directors and Officers shall be elected at a General Membership Meeting to be held at the begining of November each year.

Notice of the meeting shall be published in the Beachcomber during the preceding month, with at least one week's notice.

Article 8: Expenditures

All expenditures must be approved by both President and the Treasurer as necessary and within budget.

Expenditures beyond 10% of the budgeted amounts must be approved by the Board of Directors, except:

The Treasurer is given a $500. discretionary fund to cover unforseen or non-budgeted costs. Approval must be given by the President and the expenses reported at the next Board of Directors meeting.

Article 9: Amendments

These bylaws may be amended by the Board of Directors.

Article 10: Effective Date

These bylaws become effective upon a majority vote of members attending the November General Membership Meeting.
